These conditions could be stuff like "be inside", for the inside of the building to be made of a specific type of block, for certain decorative blocks to be in the room (for say a woodcutter, a decorative log pile could be nearby) or even stuff like they dont like being near other jobs. Making it so that each type of workbench can be used anywhere, but filling certain "conditions" in a area or inside room boosts the efficiency of the job, either in materials used or amount of time.
